(1) The enlightenment stage of visually impaired education
Kimura Jingo's father, Lian Jing, lost his sight at an early age. He studied medicine and practiced medicine and set up a private school to educate blind students. He died in Yokohama, Japan at the age of 62. Kimura Jingo followed his father's instructions and came to Taiwan to investigate the situation of blind people. On September 22, 1999, he published an "Interesting Letter" on education for the blind and mute, calling for the establishment of a "Taipei Training Institute for the Blind." On June 25, 2016, he founded the "Taipei Training Institute for the Blind" on the second floor of Kimura Gastrointestinal Hospital, his home in Dadaocheng, Taipei. "Kimura Educational Institute for the Blind and Dumb" became the first privately founded educational institution in Taipei City. At the beginning of its establishment, it enrolled 4 blind students. It also provided accommodation and had two Japanese teachers to provide instruction. Two years later, Lin Wensheng, who graduated from the Tokyo School for the Deaf and Mute, was hired as a teacher, and it began to admit mute students. Education The institute's funding comes from Kimura Jingo's personal savings, donations from local Taiwanese and Japanese citizens.
(2) The formal filing stage during the Japanese occupation period
In August of the 9th year of the Republic of China, the school officially applied to the Japanese government for approval and was renamed "Private Taipei School for the Blind and Mute", and the school location was moved to Ximenwai Street (today's Chengdu Road area); in the 13th year of the Republic of China, the Japanese announced the "Acupuncture and Massage Business Banning Rules" and designated it It is a qualified training school. In the 17th year of the Republic of China, it was ordered to be affiliated to "Taipei State" and reorganized into a public government. It was called "Taipei State School for the Blind and Mute" and was the only special education institution in Taipei City at that time.
At that time, due to the increase in the number of students and the impact of wind and floods, the school building was moved to Dalongdong Town (today's No. 44 Lanzhou Street).
Between the 18th and 20th years of the Republic of China, the school moved to Horai Town, and the National Blind Education Conference and the National Deaf-mute Education Conference were held in the new school building. Principal Kimura Shingo also attended the inspection of blind and deaf-mute education and education in European and American countries as the Japanese representative of the World Conference of the Blind. Vocational training, etc. Principal Kimura Jingo announced his retirement in late May 2017, and his son Kimura Takaaki took over as principal.
In the "Taipei State School for the Blind and Dumb Era" before Taiwan was restored to independence, the curriculum was divided into general subjects, advanced subjects, and technical subjects; general subjects included civics, Chinese language, arithmetic, history, geography, music, physical education, etc., and technical subjects were for blind students. The departments include Acupuncture, Massage, Music and Massage Specialty. Among them, the Acupuncture and Massage majors study Mandarin, physics, chemistry, anatomy, physiology, pathology, hygiene, massage, acupuncture, moxibustion, etc. Those majoring in massage take one more arithmetic course than those majoring in massage, while those majoring in music specialize in Japanese harp, shamisen and organ.
(3) The stage of joint schooling for blind and deaf education after liberation
After the Nationalist Government took over Taiwan in 34 years of the Republic of China, "Taipei State School" was renamed "Taiwan Provincial Taipei School for the Blind and Mute". In the 37th year of the Republic of China, the school moved to No. 320, Section 3, Chongqing North Road. In the 44th year of the Republic of China, the Department of Physiotherapy of the Higher Vocational School was established. After Taipei City was restructured into a municipality in 1966, it was renamed the Taipei Municipal School for the Blind and Deaf. Since the emergence of special education in Taiwan, education for the blind and deaf has been implemented in schools for the blind and mute. Blind and deaf students study in the same school and have different educational needs, which has its own inconveniences. The situation at that time included blind students who were deaf in speech. Students who are deaf cannot hear, and deaf students who use sign language cannot see, which often causes trouble when communicating with each other. In addition, when teaching, teachers must be able to read and learn sign language, prepare teaching materials, and teach in different ways due to the two different types of disabilities, which is a huge challenge.
(4) Diversion stage of deaf-blind education
Under the consideration of multiple factors, the Blind and Deaf Ministries were separately established in July 1964. The Taipei City Government also established Taipei Municipal Qiming for blind students on the site of the former Chuigang Elementary School (Air Force Junior Elementary School) on Dunhua North Road. School". The original school only admitted deaf-mute students and was renamed "Taipei Municipal Children's School". Since then, education for the visually impaired and hearing-impaired has been on a separate path.
(5) "Taipei School for the Visually Impaired " relocation stage to Tianmu
After years of development, the number of students in the school increased and the school building was insufficient. Under the coordination and planning during the tenure of President Ye Zhengxiao, a school relocation plan was made in 1971, and No. 1, Lane 207, Section 2, Zhongcheng Road, Shilin District, was selected as the new school building base. After several years of preparation and planning, the new school building was completed in August 1982, and "Taipei School for the Visually Impaired " moved from its old site on Dunhua North Road to its current location. Therefore, "Taipei School for the Visually Impaired " is located in Shilin District, a district with beautiful mountains and rivers and a gathering of people. The school building should also be elegant, with complete hardware and software facilities, and be a special education school dedicated to serving visually impaired students.
