Haibin Elementary School is located on the west side of Donggang Town, Pingtung County, next to Donggang Fishing Port. In front of the school gate is the Houliao River, where many fishing boats are moored. It is a beautiful place. The south side of the school is about 7 kilometers away from the terminal of Naner High School, and about 3 kilometers away from the Dapeng Bay Ring Road. It is a fishing village school. Most of the parents are engaged in fishing-related activities and their income is not good. There are 69 students in the school, 45% of whom are children from foreign marriages, 2% from low-income households, and 43% from middle- and low-income households; 20% are single parents; 5% of the school population. The families of children in this school are relatively poor in economics and have little cultural stimulation. Therefore, the family education function is poor, which makes some children lack of academic learning and self-confidence. There is also a Confucius Temple left over from the Japanese occupation period in the Haibin campus, and there is also a campus worship ceremony for Confucius, which is rare in Taiwan. In 2015, the painter Lin Jinchun went to Pingtung Donggang Township Haibin Elementary School as an artist-in-residence this semester. In addition to teaching the students to paint, he taught the students to sketch. The Haibin Elementary School is close to the fishing port, so the children's sketches are full of fishing boats, fishermen, classrooms, etc. The campus and fishing village, through painting, teachers and students can see their hometown more deeply and discover the beauty of their hometown from an angle that they have never had before.

1. Transformation of the Donggang ruins into a school with marine characteristics
There is a Confucius Temple building on the campus of Haibin Elementary School, which was originally rebuilt from the remains of the Donggang Shrine. It is a rare school in Taiwan that has a Confucius Temple building on its campus. It has been verified as one of the few schools in the country that have a "Confucius Temple" on campus. And it is a Confucius Temple with a combination of Chinese and Japanese styles and Taoist culture. 3. Phased objectives of marine education revision curriculum
Haibin Elementary School implements the three-stage six-year marine education revision curriculum as a flexible curriculum development.
